Vintage Star Mercerized Hot Dog / Candy Tray-- Needs Restoration

This is a Vintage Star Mercerized Hot Dog / Candy Tray.  The tray is in rough condition and would need to be restored.  The caddy measures 15" tall x 9" wide x 21" long.  Please see photos for further details.
